"Can We Talk" is what I thought she was saying when I spotted this charmer. I believe this was outside the now-defunct thrift shop called "Second Best" or "2nd Best." There were really very few bargains at that store and the owner seemed constantly at loggerheads with the customers. She also kept a conspicuous quantity of very loud birds in the store.
