This is one of the oddest things I ever encountered in the wilderness of the free telephone partylines I used to call.

Through an old FCC ruling intended to subsidize rural telcos an ecosystem of live chat and partylines has earned its owners a few cents a minute for all the thousands upon thousands of hours of calls that pass through their services.
That, I suspect, is what keeps “Hector” going, not that it gives me any clearer idea what the hell he is talking about.
